SUGGESTIONS TO THE DRAFT RESOLUTION AMENDING AND SUPPLEMENTING A NUMBER OF ARTICLES OF THE 2013 CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM
1. VU CONG GIAO - Completing the Vietnam Fatherland Front regime in the draft Resolution amending and supplementing a number of articles of the 2013 Constitution
On May 5th, 2025, the 15th National Assembly passed Resolution No. 194/2025/QH15 on amending and supplementing a number of articles of the 2013 Constitution, aiming to promptly institutionalize the Party's policy on continuing to innovate and streamline the political system's apparatus, making it operate effectively and efficiently, creating a legal basis for implementing the twolevel local government model. This article studies and analyzes the contents that need to be added to the Vietnam Fatherland Front regime in the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.
2. TRAN THI THU HUONG - innovation in the organization and operation of commune people's committees in vietnam to meet the requirements of national development in the new era
In recent times, Vietnam has issued many guidelines and policies to implement innovation and reorganization of the political system, streamlining, and operating effectively and efficiently. In particular, the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution is seeking public opinions to implement the Party's policies on reorganization of local governments according to a two-tier model, without organizing at the district level. In the context of the Fourth Industrial Revolution, the requirement for the administrative apparatus to be organized scientifically, streamlined, transparent, and effective, in order to create momentum for the country's development is becoming more urgent. Based on the current situation of organization and operation of the people's committee of the commune and the requirements of practice, the article proposes some suggestions for innovation of organization and operation of the people's committee of the commune in the coming time.
3. TRAN DUC THU - Building local government to meet the requirements of national development in the new era - Perspective from the grassroots
In the context of current socio-economic development, the reorganization of the government apparatus towards streamlining, effective and efficient operations according to the Draft Resolution of the National Assembly (the Draft Resolution) is an inevitable requirement. This requires comprehensive reform of both horizontal structure (merging administrative boundaries) and vertical structure (reducing intermediate government levels) to expand development space, strengthen the connection between the central and grassroots levels, and at the same time improve the quality of service to the People. The article studies an organizational model of local government associated with a specific locality from the grassroots perspective (Central Highlands) to provide analysis, comments and propose solutions for local government reform according to the Draft Resolution.
4. NGO VAN THIN-Comparison of local government models between the french republic and Vietnam and recommendations for improving the organization and operation of local governments in Vietnam
The article analyzes and studies the local government institutions in the French Republic and Vietnam; compares some similarities and differences in the organization and operation of local governments according to the constitutions of the two countries. Based on the model of organization and operation of local governments in the French Republic, the article proposes some recommendations for Vietnam to study and selectively absorb in order to build a streamlined, strong, efficient, effective political system that meets the requirements and tasks in the context of Vietnam carrying out a "revolution" in streamlining the apparatus according to the Party's guidelines and policies and the draft Resolution of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution.

5. NGUYEN THI THU THUY - Completing the law on green investment incentives in Vietnam
In the context of climate change and global environmental degradation, green investment has become an inevitable trend to achieve sustainable development goals. Vietnam has made many efforts to promote green investment through the promulgation of many preferential policies and laws however, the study shows that, the current legal system still has many shortcomings, causing difficulties in the implementation process. This article analyzes the current status of green investment incentive laws in Vietnam, at the same time, points out the achieved results, remaining limitations and proposes solutions to improve the legal system to promote effective, synchronous green investment development in accordance with international standards.
6. NGUYEN THE VINH - Application of mitigating circumstances in the 2015
Penal Code - Some shortcomings and solutions to improve the law
The mitigating circumstances of criminal liability stipulated in Article 51 of the 2015 Penal Code, amended, supplemented in 2017 (Penal Code of 2015) demonstrate leniency and humaneness in Vietnamese law against crime. However, the application of these situations in the practice of resolving criminal cases still has certain shortcomings. The article studies and clarifies some dificulties, shortcomings in the application of circumstances that reduce criminal liability and proposes solutions to improve the law.

7. LE XUAN TUNG & TRAN THI THU NGAN - Experience of United Kingdom in developing law regulating artificial intelligence and some reference values for Vietnam
With the rapid development of science and technology, artificial intelligence (AI) is increasingly penetrating and influencing deeply and widely in all areas of life. However, in the world, there is no unification of legal regulations on AI and each country has its own approaches and views on this field. The United Kingdom is a typical example in pioneering the development of regulations on AI, however, the development of a separate law on AI has only been implemented in the United Kingdom recently. The article analyzes the development strategies and draft law on AI in the United Kingdom, thereby proposing some contents for Vietnam to refer to and selectively absorb in the process of making laws on this issue.
8. XA KIEU OANH & NGUYEN PHAM THANH HOA - Resolving individual labor disputes through labor conciliators under Singapore and Chinese law and some suggestions for Vietnam
The article studies the experience of resolving individual labor disputes through Labor conciliators under Singaporean and Chinese law with specific provisions on subjects, competence, procedures and procedures for conciliation. At the same time, it analyzes the main contents related to resolving individual labor disputes through labor conciliators under Vietnamese law. From there, it evaluates, compares and provides some suggestions and research for Vietnam to selectively absorb in order to improve the law on resolving individual labor disputes through labor conciliators.
