1. DUONG VAN QUY - Applying the viewpoints of the 13th National Party Congress on digital transformation in law-making in Vietnam today
The fourth industrial revolution with many new scientific and technological achievements, especially digital technology, has been and is strongly changing the methods of production, organization and social life, creating a leap forward in the development of many enterprises, many fields, and many countries. In that context, the 13th National Party Congress has a policy of promoting digital transformation in all sectors and fields to develop the country quickly and sustainably. The article presents the application of the 13th National Party Congress's viewpoint on digital transformation in law-making in Vietnam today, contributing to continuing to innovate and improve the quality of law-making to build and complete the socialist rule-of-law State.
2. NGOC NHA TRAN - Completing the law on specialized electronic signatures
The article studies and analyzes current legal regulations on electronic signatures, focusing on specialized electronic signatures - a type of signature that first appeared in the Law on Electronic Transactions of 2023. From there, the study points out existing legal problems and proposes a number of solutions to improve the law on electronic signatures, ensuring the enforceability of the legal system on electronic transactions.
3. LE THI VAN ANH & HOANG VAN NHAT - Law on e-commerce contracts - Some shortcomings and recommendations for improvement
The article analyzes some shortcomings of Vietnamese law on e-commerce contracts and proposes
recommendations for improvement, aiming to build a complete legal framework, promote the sustainable development of this type of contract, and contribute to the overall development of e-commerce in Vietnam.
4. TRINH DUY THUYEN - Procedures for prosecuting criminal liability of commercial legal entities for crimes in the Vietnamese Criminal Procedure Code - Some shortcomings and recommendations for improvement
The article analyzes some shortcomings in the legal regulations on criminal prosecution
procedures for commercial legal entities committing crime in Vietnam. The issues mentioned include determining the legal entity's representative, summons forms, and measures to temporarily suspend operations. On that basis, some recommendations are proposed to overcome these limitations and shortcomings.

5. LE VAN LY & NGUYEN TRUNG HIEU - Autonomy in recruitment, employment and management of human resources at public vocational training institutions
The paper analyzes some regulations related to the autonomy and self-responsibility of public
vocational training institutions in recruiting, using and managing civil servants and employees. In addition, it assesses the current situation, opportunities and challenges in recruiting, using and managing human resources at public vocational training institutions in the current context. From there, it proposes and recommends to improve the effectiveness of autonomy in recruiting, using and managing human resources at public vocational training institutions in the coming time when implementing financial autonomy.
6. NGUYEN DUC HUY & TAN TRUC HANH DOAN - Practices in resolving disputes over termination of labor contracts due to changes in organizational structure, labor reorganization and proposals for improving legal regulations
Termination of labor contracts due to changes in organizational structure and labor
reorganization is one of the rights of employers recognized and protected by law. However, current legal documents only provide general provisions on the implementation of termination of labor contracts due to changes in organizational structure and labor reorganization, so in reality, disputes surrounding this issue are relatively common. Through a practical approach to resolving disputes regarding termination of labor contracts due to changes in organizational structure and labor reorganization, the paper analyzes, clarifies the application of current legal regulations to point out shortcomings and make recommendations to improve legal regulations on this issue.
7. NGUYEN VAN MANH - Improving the quality and effectiveness of legal propaganda, dissemination and education for people serving criminal sentences in the community
Implementing the Party and State's policy of "reducing prison sentences and increasing
community sentences" and following the world trend, the number of people serving criminal sentences in the community will increase and require innovation and improvement of the quality and effectiveness of legal propaganda, dissemination and education for people serving criminal sentences in the community. This article discusses some theoretical and practical issues to contribute to improving the quality and effectiveness of legal propaganda, dissemination and education for people serving criminal sentences in the community in the coming time.
8. DO HA ANH, NGUYEN VU THANH NAM & PHAM BA DUC - Scope of health insurance for dialysis patients - Current status of legal regulations and recommendations for improvement
Health insurance is one of the important pillars of the social security system, playing a role in
protecting health and providing financial support for medical expenses. Health insurance is especially meaningful for some subjects and some types of diseases, including dialysis patients. Research on the scope of health insurance coverage for dialysis patients shows that the implementation still has many shortcomings, such as lack of transparency in benefit regulations, difficulties in providing drugs and medical supplies, and increasing treatment costs. To improve, the study proposes reforming the legal framework, expanding the scope of health insurance coverage, and investing in facilities and professional human resources to ensure the rights of patients.
9. NGUYEN TRUNG KIEN - Improving the effectiveness of state management of food safety in the current situation
The article summarizes the implementation of food security and safety and prevention of
violations of food safety laws in recent times; at the same time, identifies limitations and shortcomings and proposes solutions to improve the effectiveness of these activities in the coming time.
10. TRAN LINH HUAN & TRAN MINH CHUONG - Laws on prevention and response to environmental incidents - Current status and some recommendations for improvement
The article analyzes, evaluates and clarifies a number of limitations and shortcomings in
current legal regulations on prevention and response to environmental incidents; from there, it makes recommendations to improve law and to enhance the effectiveness of these activities.

11. PHAM THI DIEP HANH & PHUNG KHANH NHU - Experience of Thailand and the Philippines in removing the IUU “yellow card” and suggestions for Vietnam
In recent years, Vietnam's seafood exports to Europe have been subject to the "yellow card"
sanctions due to illegal, unreported and unregulated (IUU) fishing by Vietnamese fishermen. This study analyzes the experience of Thailand and the Philippines in dealing with these regulations; from there, synthesizes and makes some recommendations for Vietnam to have this situation removed soon.
12. NGUYEN HIEN PHUONG, HOANG HIEN PHUONG, PHAN THI UY THUONG & NGUYEN THANH AN - US Federal Law on Non-Competition Clauses in Labor Relations and Experience for Vietnam
The article analyzes and evaluates the provisions on non-competition clauses of US law for workers, labor markets, and trade and services; from there, proposes a number of recommendations for improving the provisions of Vietnamese law to protect the rights of workers for the goal of sustainable development.
