This article provides information on the position, meaning, content, data sources, and assessment methods of the Regulatory Quality Improvement Index in the Global Innovation Index, thereby, assessing the suitability and limitations of this Index applied in Vietnam's conditions.
3. VO TRUNG HAU - Developing and completing the law on personal data protection in the spirit of Resolution No. 27-NQ/TW
In the article, the author analyzes the application of Resolution No. 27-NQ/TW dated November 9th, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to build and complete the socialist rule-of-law state of Vietnam in the new period (Resolution No. 27-NQ/TW) to complete the legal system for personal data protection in Vietnam, and at the same time proposes a number of implementation solutions.
4. TRUONG TRONG KIET - Completing the law on civil judgment execution to ensure the rights of people and businesses
The article briefly discusses the Party's policies and guidelines and the State's laws on civil judgment execution. Based on legal research and practice, the author points out some shortcomings and, at the same time, makes recommendations to improve the law on this issue.
5. DAO KHANH LINH - Transferring the right to request and transferring civil obligations according to Vietnamese law
The article studies the provisions on property, property rights, civil obligations, transfer of claim rights, transfer of civil obligations in the 2015 Civil Code and recommends the improvement of the law on this issue.
6. BUI VAN NGUYEN - Completing the law on advertising in the press to suit the development of practice
In this article, the author outlines the current legal system regulating advertisement activities in general, analyzes the current state of advertisement in the press, the difficulties of press agencies in attracting advertisement, ensuring financial autonomy, and at the same time, the author proposes solutions to improve the law to suit the practical situation, removing difficulties for press agencies.
7. LE THI KHANH HOA - Legal regulations on forest resource protection - Current situation and recommendations
The article focuses on analyzing the difficulties and shortcomings in regulations and law enforcement on forest resource protection; from there, it makes some recommendations related to this issue.
8. NGUYEN THI THANH THUY - Completing some legal regulations on criminal proceedings
The article analyzes some problematic provisions of the 2015 Criminal Procedure Code and related laws, thereby making recommendations to improve criminal procedure law, creating an important legal basis for investigation, prosecution, trial, and execution of criminal sentences.

The article analyzes administrative recidivism and some contents related to this issue. On that basis, the author proposes some legal recommendations on handling administrative violations related to determining what is a case of administrative violation sanctioned, as a basis for determining administrative recidivism.

The article analyzes some theoretical legal issues on capital contribution in the form of assets to enterprises in Vietnam today, as a basis for proposing to improve the law in this field.
11. NGUYEN THI NHUNG - Discussing “unfair and transparent acts” in bidding activities under the 2023 Bidding Law
The article presents perceptions of unfair and non-transparent practices in bidding activities through three aspects: (i) Principles; (ii) Theory; (iii) Competition theory. Thereby, it focuses on clarifying unfair and non-transparent practices in bidding activities in Article 16 of the 2023 Law on Bidding.
12. TRAN NGOC HAI - Discussing the authority to handle material evidence of agencies assigned to conduct some investigative activities in criminal cases
This article discusses the legal provisions on the authority to handle evidence of agencies assigned to conduct certain investigative activities in criminal cases, on that basis, analyzes the difficulties and shortcomings and makes some related recommendations.
13. NGUYEN TUAN HAI - Law on Credit Institutions of 2024 - Legal basis promoting the development of the banking industry
In the article, the author points out the outstanding new points of the Law on Credit Institutions of 2024 (effective from July 1st, 2024) and evaluates a number of legal aspects stipulated in the Law that will contribute to promoting the development of the banking industry in the coming time.
14. CHU CONG THE - Handling of administrative violations of traffic order and safety - Difficulties, obstacles and recommendations
The article reflects some difficulties and obstacles in implementing the Law on Handling of Administrative Violations of 2012 (amended and supplemented in 2020); Government decrees regulating the handling of administrative violations of traffic order and safety; proposes some solutions to overcome them, contributing to the completion of the legal basis and improving the effectiveness of law enfforcement in general, and the handling of administrative violations of traffic order and safety in particular.
15. LE VAN CO - Improving the effectiveness of propaganda and mobilization work to mobilize the masses to participate in ensuring order and safety on roads by the Traffic Police
The article discusses the results achieved, and analyzes some difficulties and limitations in the work of propaganda and mobilizing the masses to participate in ensuring order and safety of road traffic of the traffic police force, thereby proposing some solutions to improve the effectiveness of this work in the coming time.

The article analyzes the situation of fraud and property appropriation crimes in cyberspace in Vietnam, comprehensively assesses the current situation and proposes a number of solutions to improve the effectiveness of propaganda and mobilization of the masses to participate in preventing fraud and property appropriation crimes in cyberspace.

18. NGUYEN HUNG & VU HUNG CUONG - Developing responsible AI legislation in some countries and recommendations for Vietnam
Artificial Intelligence (AI) has shown its potential and ability to contribute greatly to socio-economic development. However, how to research and apply AI systems/applications safely and responsibly, minimizing negative impacts on people and the community is still a difficult problem. Therefore, researching and promoting the responsible use of AI to bring about a fair, human-centered future is not only the task of the State, but also the responsibility of developers and the entire community.
19. DUONG LAN CHI - Laws on peer-to-peer lending models in some countries and suggestions for Vietnam
The article studies the legal regulations on peer-to-peer lending models of some countries in the world such as: UK, USA, Australia and China. From the experience of these countries, the author has some suggestions for Vietnam in building and completing the legal framework on peer-to-peer lending models.
