The article mentions the necessity of researching and developing the concept of "legal stopping point" scientifically as a theoretical basis to determine the legal stopping point in practice in order to evaluate the effectiveness of legal adjustment, and at the same time contribute to controlling legislative right as well as controlling state power to meet the requirements of building a socialist rule-of-law state in Vietnam in the new period.
