1. PHI THI THANH TUYEN - Ensuring human rights in building and completing the socialist rule of law State in Vietnam today
The article discusses some theoretical issues about the concept, the need to ensure human rights, the content and elements of human rights assurance, analyzes and evaluates the current situation of ensuring human rights in Vietnam; from there, the author proposes some basic solutions to ensure human rights in the process of building and completing the socialist rule of law State in Vietnam today.
2. NGUYEN VAN LAM - Legal doctrines on property liability of legal entities and some recommendations to improve current Vietnamese legal regulations
A legal person is an independent subject of legal relations, to distinguish it from a human subject - natural person. A legal entity is created by the will of one or more specific people, having property independent of other individuals or legal entities and is responsible for its own property. The institution of property liability of legal entities is built, influenced by the doctrines of legal personality, property liability and agency issues. This article analyzes and evaluates legal doctrines related to the regulation of property liability of legal entities and makes some recommendations to improve the current legal regulations in Vietnam.
3. TRAN LINH HUAN & PHAM THI HONG TAM - Completing the provisions of the 2013 Land Law on rights and obligations of land users
The article focuses on clarifying a number of legal provisions related to the rights and obligations of land users under the 2013 Land Law, and at the same time points out shortcomings and limitations in regulations on this issue, thereby proposing amendments and supplements to the current Land Law.
4. NGO KIM HOANG NGUYEN - E-contracts in accordance with Vietnamese law and some recommendations to amend the Law on Electronic Transactions
The article studies the legal provisions on electronic contracts, analyzes the limitations and shortcomings and proposes regulations on electronic contracts in the Law on Electronic Transactions of 2005.
5. VU ANH TUAN - Delay in promulgating documents detailing and guiding the law implementation - Actual situation, causes and remedial directions
The article analyzes the current situation and causes of the delay in promulgating legal documents detailing and guiding the implementation of laws and codes and proposes solutions to continue building and improving the legal system according to the requirements of building a socialist rule of law State in Vietnam in the new situation.

The article initially studies the roles, political and legal bases of the implementation of improving people's ability to access the law in the context of building a socialist rule of law State.
7. THIEU HUU MINH - Legally-aided persons under the Law on Legal Aid of 2017 - Problems and recommendations
The article outlines some problems regarding the category of legally-aided persons under the Law on Legal Aid of 2017 and proposes to improve the law to ensure legal consistency and the interests of the policy beneficiaries.
8. TRAN QUOC VAN - Suspension of settlement of administrative cases in case the plaintiff is absent
Through the process of applying the law into practice, it has been shown that the grounds for suspending the settlement of the administrative case at Point d, Paragraph 1, Article 143 of the 2015 Law on Administrative Procedures in the absence of the plaintiff have given rise to irregularities, certain restrictions, affecting the legitimate rights and interests of the litigants, procedural activities. Therefore, on the basis of analyzing and clarifying some inadequacies, the article proposes a number of recommendations to improving the legal on this basis.
9. NGUYEN TAN LUAT - Criminal handling cases for human trafficking and other related crimes for illegal marriage brokering with foreigners
The article focuses on analyzing and clarifying the reality of taking advantage of disguised marriages with foreigners to conceal the current human trafficking behavior. From there, the cases need to be distinguished in criminal handling for illegal acts of marriage brokering with foreigners.
10. VUONG HONG PHUC - Legal basis for investigation of corruption case of the investigative security agency of the people’s public security
This article outlines the legal basis for investigating corruption cases under the jurisdiction of the investigative security agency of the people's public security, points out some shortcomings, thereby proposing directions to improve the law on this issue.
11. TRAN HUU TIEN - Legal provisions on receipt and initial settlement of denunciations and reports on crimes by police forces of communes, wards, townships and police stations and some recommendations
Within the scope of this article, the author evaluates and analyzes the legal provisions on the receipt and initial settlement of denunciations and reports of crimes by police forces of communes, wards and townships, the police station, from there, makes a number of recommendations related to this issue.

12. NGUYEN THANH QUYEN & HUYNH THI HONG NHIEN - Urban government models in major cities around the world and some comments
The article focuses on analyzing the organization of urban government in some major cities in the world (Beijing - China, Seoul - Korea, Berlin - Germany, New York - USA) in the following aspects: organizational model of urban government with its origins; organizational structure; establishment method and authority, from which, makes some comments on the model of urban government organization from these big cities as a basis for building the urban government model in Vietnam.
