1. NGUYEN VAN MANH - Ensuring human rights in the enforcement of temporary detention and temporary custody to meet the requirements and tasks in the new situation
The work of temporary detention and temporary custody plays an important role in the fight against crime and the protection of the Constitution and the law. This is a complex judicial activity, related to human rights, freedom and democracy of citizens, organized and implemented by many functional agencies, the core of which is the people's public security force. This article studies a number of theoretical and practical issues on ensuring human rights in temporary detention and temporary custody; from there, it proposes a number of solutions to improve the effectiveness of ensuring human rights related to this issue.
2. NGUYEN THI THANH THUY - Qualitative circumstances in the Penal Code of 2015 - Current situation and directions for improvement
The article analyzes qualitative circumstances in the 2015 Penal Code, amended and supplemented in 2017 (2015 Penal Code), clarifies the concept, function and role of these circumstances in determining crimes, determining the framework and deciding on penalties. From there, it proposes solutions in the direction of classifying qualitative circumstances, relatively quantifying them, completing law implemention guidance, building case law and improving the application capacity of litigation officers, in order to ensure transparency and fairness in criminal trials.
3. DINH PHAM MINH NGHIA, NGUYEN KIM NGAN & VU THI MY HA - Integrating personal information in the digital age - Opportunities, challenges and legal solutions
The article analyzes some shortcomings in the process of integrating personal information in the National Population Database in Vietnam, thereby proposing some recommendations to improve the legal system, improve the effectiveness of population management and ensure the safety and sustainability of the national data system.

4. NGUYEN QUOC MINH - State management of fire prevention, fire fighting and rescue for radio and television establishments - Current situation and some proposals to improve the law
The article studies, analyzes, and evaluates the current status of legal regulations and law enforcement practices on fire prevention, fire fighting, and rescue for radio and television establishments, pointing out difficulties and obstacles. From there, the study makes a number of law completion proposals to improve the effectiveness of state management on fire prevention, fire fighting, and rescue for radio and television establishments.
5. PHAM HOANG QUANG HUY, BAO THI BICH DIEP & BUI CHI THIEN - Raising awareness of students in Hanoi in complying with the law on prohibiting the use of alcohol and beer when participating in traffic
The article analyzes the need to raise awareness of students in Hanoi in complying with the law on the prohibition of alcohol and beer consumption while participating in traffic; assesses the current awareness status and proposes some measures to raise awareness of students in Hanoi in complying with the above regulations.

6. HO THI THANH TRUC - Determining the employment status of workers through technology platforms under Directive (EU) 2024/2831 and recommendations for Vietnam
The article studies and analyzes the regulations on determining the employment status of workers through technology platforms according to Directive (EU) 2024/2831 dated 23/10/2024 of the European Parliament and of the Council on improving working conditions for platform work (Directive (EU) 2024/2831) and the current situation of determining labor status in Vietnam, thereby making some recommendations for Vietnam.
7. TRAN LINH HUAN, TRAN MINH CHUONG & PHAM THI HONG TAM - Drafting a carbon tax law - Singapore experience and some recommendations for Vietnam
Carbon tax is an important financial tool to reduce greenhouse gas emissions by pricing the amount of CO₂ emitted into the environment. Applying this tax not only helps control pollution but also generates revenue to invest in sustainable development solutions. In the context that many countries have built, issued and applied carbon tax, Vietnam also needs to consider building a suitable legal framework for applying carbon tax domestically. Singapore is one of the leading countries in Southeast Asia in building and applying carbon tax laws with many outstanding points that Vietnam can learn from. Based on that, the article clarifies some of Singapore's outstanding experiences in drafting the Carbon Tax Law, from which, it makes some recommendations for Vietnam.
8. PHAM HAI YEN, NGUYEN PHUONG THAO & LUONG MAI TRANG - Safe Harbor mechanism for internet intermediary service providers against third-party copyright infringement in the United States and experience for Vietnam
The article analyzes the mechanism of exemption from liability for intermediary service providers on the Internet for third-party copyright infringement (Safe Harbor mechanism) in the laws of the United States and Vietnam, thereby providing some experience for Vietnam in building and completing the legal framework related to cases of exemption from liability for intermediary service providers on the Internet.
